Even at that case you still know it's French or British district and not an American one because the names, road markings, signage etc are theirs. Only few districts comes close to it in Europe that reminds me of ( La defense in Paris, canary wharf in London and other CBDs in major European cities like Moscow and Munich etc). I've heard some people say it's American/European but i think it's just straight up modelled after an American city downtown, even the names of the streets are New Yorker (5th Street, 30th avenue etc). for average people it's just a workplace and place to stroll in because never in the lifetime it can be affordable to live in.
